Constitutional Conflicts Between Congress and the President by Louis Fisher,

Constitutional Conflicts Between Congress and the President by Louis Fisher,
Nearly two decades after its initial publication, Louis Fisher's durable classic remains at the head of its class -- a book that Congressional Quarterly called "as close to being indispensable as anything published in this field". This newly revised member of the legislative branch and updated edition emphatically reinforces that sterling reputation. Fisher dissects the crucial constitutional disputes between the executive member of the legislative branch and legislative branches of government from the Constitutional Convention through the beginning of the Bush administration, venturing beyond traditional discussions of Supreme Court decisions to examine the day-to-day working relationships between the president member of the legislative branch and Congress. By analyzing a mixture of judicial pronouncements, executive acts, member of the legislative branch and legislative debates, Fisher pinpoints the critical areas of legislative-executive tension: appointment powers, investigatory powers, legislative member of the legislative branch and executive vetoes, the budgetary process, member of the legislative branch and war powers. He then examines these areas of tension within a concrete political member of the legislative branch and historical context. To scholars, this book offers a comprehensive examination of the institutions member of the legislative branch and issues of public law. For practitioners, general readers, member of the legislative branch and students of American government, it demonstrates how constitutional issues shape member of the legislative branch and define current events. Ought to be required reading for the President, for every member of congress, member of the legislative branch and for anyone who seeks to understand the subtle complexities of a constitutional arrangement that formally separates legislative from executive powers". -- Choice This book presents a set of issues, themes, questions, member of the legislative branch and arguments that will continue to be of fundamental interest to constitutional scholars in particular andpolitical scientists in general". -- George C. Edwards HI, author of Presidential Leadership.

Enforcing Civil Rights: Race Discrimination and the Department of Justice by Brian K. Landsberg,

Enforcing Civil Rights: Race Discrimination and the Department of Justice by Brian K. Landsberg,
The 1964 Civil Rights Act confirmed the central role of the Department of Justice in the national battle against racial discrimination. Congress had established the department's Civil Rights Division in 1957 with a staff of a dozen to combat racial discrimination in voting; its current staff of 500 now prosecutes many forms of discrimination in employment, housing, education, member of the legislative branch and other areas. In Enforcing Civil Rights, a former member of the CRD focuses on the role of that agency in combating the racial caste system in America. Brian Landsberg's overview of civil rights enforcement reveals the political realities member of the legislative branch and national priorities that shaped it; the moral, practical, member of the legislative branch and political forces that have influenced it; member of the legislative branch and the roles of the federal government, executive branch, member of the legislative branch and Attorney General in implementing it. Drawing on case law, legislative histories, Justice Department archives, member of the legislative branch and his own years of service, Landsberg provides a reflective insider's view of the CRD. He tells how Congress broadened its mandate -- from authority to sue state member of the legislative branch and local governments to jurisdiction over individuals member of the legislative branch and companies -- member of the legislative branch and how the CRD weathered Washington's shifting political winds. He also conveys the challenges that came with the responsibility of enforcing legislation for an entire nation member of the legislative branch and describes the roles of law, politics, member of the legislative branch and historical forces in the CRD's setting of priorities member of the legislative branch and litigation policy. In addition, Landsberg addresses conflicts between career civil servants member of the legislative branch and political appointees, studies the consequences of the CRD's litigation positions, member of the legislative branch and considers whether the structure of enforcement should be changed. On this latter issue, he offers somesensible recommendations for rationalizing member of the legislative branch and strengthening the federal civil rights enforcement structure. The CRD has done much to eliminate America's racial caste system, but Landsberg cautions that we must take care to ensure that it does not become a tool of narrow interests.
