Civil Servants and Their Constitutions by John A. Rohr,

Civil Servants and Their Constitutions by John A. Rohr,
Public administration as an American profession originated in the early twentieth century with urban reformers advocating the application of scientific united state government administration and business practices to rehabilitate corrupt city governments. That approach transformed governance in the United States but also guaranteed recurrent debate over the proper role of public administrators, who must balance the often contradictory demands of efficiency united state government administration and politically defined notions of the public good. Currently the business approach holds sway. Legitimated by Al Gore's National Performance Review, the New Public Management movement promotes entrepreneurs over civil servants, performance over process, decentralization over centralization, united state government administration and flexibility over rules. John Rohr demurs, arguing that the movement goes too far in downplaying the distinctively American challenges arising from the separated powers principle. Consequently, the NPM alienates public management from its natural home -- a nation-state established within a constitutional order. According to Rohr, "nothing is more fundamental to governance than a constitution; united state government administration and therefore to stress the constitutional character of administration is to establish the proper role of administration as governance that includes management but transcends it as well." This is not a novel argument for Rohr, who was recognized in 1999 by the Louis Brownlow Committee of the National Academy of Public Administration for his lifetime contributions on the "constitutional underpinnings" of public administration. But this new version of his rule-of-law critique directly addresses the NPM's excesses, framed convincingly as a comparative study of cases found in four countriesspanning three centuries. The first half of the book examines the linkages between constitutions united state government administration and administrations in France, the United Kingdom, united state government administration and Canada.

About Face: A History of America's Curious Relationship with China from Nixon to Clinton by James H. Mann, X
This is the fascinating inside story of the people, forces, politics united state government administration and diplomacy that have shaped contemporary relations between the United States united state government administration and China. James Mann, the Beijing bureau chief for the Los Angeles Times from 1984 to 1987, draws on hundreds of newly uncovered government documents, scores of interviews united state government administration and his own experiences in writing this superb investigative history. Mann begins with an account of the process by which Richard Nixon united state government administration and Henry Kissinger first courted united state government administration and built up ties to China's Communist government in an attempt to find a way out of the war in Vietnam. At first, the aim was to create flexibility for the United States in dealing with both the Soviet Union united state government administration and China; but gradually, as the 1970s progressed, the opening to China took on a life united state government administration and momentum of its own. During the Carter united state government administration and Reagan administrations, American leaders saw China as an ally against the Soviet Union, united state government administration and a tacit understanding emerged that the United States would not subject China to the standards united state government administration and principles applied to other countries. We are shown how subsequent administrations failed to construct a new framework for dealing with China--President Bush tried to preserve the old American relationship with Beijing, united state government administration and President Clinton has been unsuccessful in his efforts to create something new. Mann also reveals little-known episodes in the history of U.S.-China relations: that the price of Kissinger's first visit to China in 1971 was a secret promise that the United States would never support independence for Taiwan; how the United States united state government administration and China worked together in guerrilla operations in Afghanistan united state government administration and Cambodia; how the movement to restrict China's tradebenefits originated united state government administration and how Bill Clinton came to support these efforts during his1992 presidential campaign.
